create a custom endpoint and method

for exmaple

api/v1/test/general.message/hello_message

because now it is only limit in this

about the --load ./odoo-bin --workers=2 --load openapi,base,web --config=/path/to/odoo.conf

how can I run in my local environment? I'm using windows 10

I am using odoo 14. I add in my odoo.conf file server_wide_modules, it doesn't work

I cannot do the command line in windows 10, is there any way to load openapi in windows 10? I alawys got error
