Add "ignore failed upgrades" option for at least Modrinth #3922

Seems Modrinth had issues and is resolved. Before I close this issue one last thought... Do you think it would be sensible to add IGNORE_FAILED_UPGRADES that would ignore failed version checks or downloads if a local copy exists? In case something like this happens in the future.
