Add realtime protection code

It's a good idea. However:

• It requires a thorough reflection about security implications. I'm working on a daemon but it requires to secure the communication between the app and the daemon.
• This code seems to target Windows. It could be implemented together with [https://docs.clamav.net/manual/OnAccess.html] in order to also cover macOS + Linux. But macOS + Linux could also be handled directly via fanotify in the core. The latter may in fact be simpler since it would allow ClamAV Desktop to display a real time access log.
• I don't think there is any need for unsafe{ } code.
• It would be better split into a few functions.
• It needs to be fully unit-tested on all OSes.

If you feel motivated to work on all these points (excepted the security part which is already a general work in progress), I'd be happy if you made it a clean PR ^^.
