2.02 - silent fail to load game, no crash/error

If Mod Settings is enabled, the game has a failure to launch. Moments after attempting to start, the game's exe file just abandons task manager and calls it quits without any visible-to-end-user error of any kind. Not even the new error message they added.

Not sure if any logs are recorded or where to look.
