Use case question: on a local machine, should different users be required to be in different directories?

I'm trying to get a good understanding of the intended, primary use case is for the module. Originally, I thought it might be for two users editing the same file in the same directory on the same machine. But perhaps it's intended to be used out of two separate directories? Or should this plugin work in both scenarios?
