How can I receive all updates from a specific user, without keyword? #23

I am trying to receive all updates from a specific user using 'filter.userIds' but it's not working. How can I do that?

I'm interested in doing the same thing, I've tried using from:XXXX as keyword but unrelated tweets are coming.
Any help, please?
