Channel Methods not being enforced

There appears to be a bug within the channel management where setting the methods for the channel is not being applied.

This was initially noted when importing channel config into the OpenHIM on a clean instance. The channel only allowed methods for POST/PUT but was still able to accept an incoming GET request which should be rejected based on unsupported method on the channel
