Can you implement swagger in this repository?

@behzad888 @jimschubert I'm willing to take this on. I've done swagger only once before, so it will be good practice, and it will be a great place to point my colleagues at.

@TerribleDev Sounds good to me. You can use the implementation I have in https://github.com/jimschubert/webapi-swagger-samples/tree/master/netstandard-1.4 as a guide.

Sign up to Hacktoberfest at DigitalOcean and you should be able to get a free limited edition shirt out of it, too.

If you open a PR and I don't respond within a day, tag me in a message again. I have a newborn, so getting on my machine and working on code has been happening less frequently than normal 👶
