Migrate off deprecated manywheel builder in CI #373

The github action RalfG/python-wheels-manylinux-build@v0.7.1 is deprecated and archived. According to that page, https://github.com/pypa/cibuildwheel is the new hotness.

This has the potential to reduce the CI complexity a bit, or at least hide it behind another layer of (leaky) abstraction.
