Why didn't "document_renamer" change the archive file structure?

I want to use the archive structure mentioned in the docs.

1. In paperless.conf I have added PAPERLESS_FILENAME_FORMAT={created_year}/{correspondent}/{title}.
2. I restarted the webserver container just for good measure. The docs didn't say this is necessary, so this was probably meaningless.
3. On the docker host machine, I gave the command sudo docker-compose exec paperless_webserver_1 document_renamer but nothing happened except the command prompt came back immediately; no console output, no log message, no change in the archive. (I used the actual container name on my system.)
4. On the docker host machine, I gave the command sudo docker exec -it paperless_webserver_1 document_renamer and after a while it gave me a nice 100% output.
5. I looked at the archive file structure but it is still unchanged, a long list of incremental numbers.
6. edit to add: I have discovered this line in the docs: "on docker, paperless.conf is not used. Rather, configure paperless by copying necessary options to docker-compose.env." So I would take this line from paperless.conf:
   PAPERLESS_FILENAME_FORMAT={created_year}/{correspondent}/{title}
   and replace the = with colon space to match YAML format, but still the editor doesn't like that line:
   PAPERLESS_FILENAME_FORMAT: {created_year}/{correspondent}/{title} because curly braces have special meaning in YAML. However, it also does not work with either double or single quotes:
   PAPERLESS_FILENAME_FORMAT: "{created_year}/{correspondent}/{title}"

--> Why did the archive file structure not change? How is this intended to be configured with Docker?

Solved! Cause: I'm an idiot. I had wrong syntax in my file:

    environment:
      PAPERLESS_FOO: bar

It should have been

    environment:
      - PAPERLESS_FOO=bar
