Connect the web api to user directory and solr data registry

Could be integrated at API level or somewhere else so that the workflow triggered on ingestion or updates benefit from the configuration.

e.g. we want to know which collection or which type of collection a workflow can be applied to, on which event (creation. update, on-demand of given roles).
