Add a clarity selection feature, the default clarity is too high, which is not conducive to online dissemination

Problem Statement

When I was doing full-screen recording, I found that the default clarity setting was too high, even though I had set it to 24fps and tried to set the quality to the lowest in the settings. However, the recorded video still took up as much as 37MB of storage in just 23 seconds, which is undoubtedly not suitable for online distribution.

Proposed Solution

I hope there can be a function to choose the clarity, whether it's 480p, 720p, or 1080p, as well as the video bitrate selection, so that users can get the desired file storage size based on their settings.

@Ice-1in there will be a setting in the next release to adjust the quality settings. Which codec did you use?
