while clicking around and checking links and load speed, used back button to navigate back and it looks like the signed url times out and fails to deliver the css files. Refreshing the page fixes the issue. Consider a user will at most use the site for 15 seconds to maybe 2 minutes if they decide to follow links and navigate back.

increase signed url expiration to 7 minutes
