'Public' is a confusing access option

Users compare this tool with Doodle so either the 'Public' option should be not available or the scheduling should be possible also for non-logged in users with the option to manually insert user's name.

Giving non-logged-in users the permission to vote would require quite drastic changes to the voting system. Also Elgg is the kind of system where you're really supposed to log in in order to use it.

So I think the best approach would be to either removed 'Public' from the options, or add two settings: who can see it and who can vote. Public would be an option only with the first one.
