Push-to-all admin notifications

As a CTF/training facilitator it would be useful to push notifications to all running Juice Shop instances once in a while with organizational messages or other important information. As Juice Shop uses websockets anyway for its internal challenge notifications, we might reuse this concept for such external messages? Even nicer would be the ability to send to individual or all instances.
