Detect if CLI and CLI service versions are semver compatible

This issue needs to be thought out more b.c the CLI is one of those things where it could be backwards compatible for no big changes but we keep moving up bc the rest of Kabanero moves up.
We already have a small compatibility check for the big difference between 0.6.0 and 0.4.0 for stacks/collections ( #155 ), this one is the more detailed version check issue
