Research lower power implementations

This will have 2 parts, a new power source and adjusting the ESP firmware

Power source

• Use batteries other than USB power packs with the following features
• Maintain constant voltage
• Can be monitored for remaining power to send battery level back to web service
• Do not require minimum current draw like a USB power pack
• Get rid of the resistor which exists only to cause current draw.

ESP firmware

Investigate and recommend the best ESP power management techniques. There are light sleep, deep sleep, and other options.

Some research done with #6 which included switching to a regular lithium battery, not a usb battery pack, when we are using the ESP32C3. Plan is to leave the more power-consumptive ESP32S3s on the battery packs for now.
