feat(windows): add debug logs to the update Keyman and update keyboards code #15500
Description
Add some logging for debugging purposes to the update Keyman and update Keyboard code. Use the the Sentry breadcrumbs and error loggging in the Keyman.System.UpdateStateMachine.pas as intitial starting place.

This is not just using KL.Logging which is only turned on in special local builds. This is to add a whole logging framework that can be toggled on by a user with the debug option Keyman Configuration. The log file stored it the ../Diag folder.
