Task Manager

Have a task manager that will manage a list of tasks, and their priorities.
Also manages finding suitable villager to do the task, and when a villager has stopped or is doing something else,
we check tasks and their priorities and see if we can find another villager to do the job or reassign villagers to other more
urgent tasks.

After a task manager picks a villager for a task the task manager then produces a list of subtasks that needs to be completed to finish the task.
I.E: to build wood wall
1. Find wood in stockpiles or whoever's closest to stockpile.
2. Bring Wood to build area.
3. start building.
