Enforce password change #6873

If you - as an administrator - add a new user to a Kitodo.Production system and provide this person an initial password then it is currently possible that this initial password is not changed after the first login.
Describe the solution you'd like
After a new user is created or a password is changed with administrative power after a user request it would be really nice that this new password must be changed by this user after the first time the user has been log in the first time successful. The new entered password must not be the old provided password and must match the configured password guidelines of this system.
If an user or administrator is changing the password itself then this dialog should not appear. If an administrator is changing the password of an other administrator then this must change you password dialog should appear too.
