Option to allow/deny channels

An option to allow / deny the use of fileuploader in channels.

What use case would you want to hide it for certain channels?

Initially I wanted the possibility that it could not be used in channels, for example, to put adult photos in channels where there may be youngers or channels where they do not allow sexual themes..

It wouldn't help much though as anyone could still link images manually in the channel as normal.

Linking and providing access to a function is 2 different things. We should definitely look into at least hiding the upload icon for specific channels or queries.

In a lot of cases people (and on kiwiirc.com) people use it simply because they can upload certain type of images. Disabling the feature for problematic channels may not remove the issue entirely but it does reduce it and show that youre not facilitating it.
