Interface for Handbell Stadium

As suggested by @tjbarnes23, there would be people who would use a combination of Wheatley with Handbell Stadium if such an interface existed.

The major pieces of the puzzle would be a separate implementation of the 'Tower' class for Handbell Stadium, and a discussion with Graham John to get a known API through which Wheatley can communicate.
