Launcher should be able to upload flares directly to us (aka: flare shipping) #1334

Now that launcher is starting to have some pretty solid flares, we should setup a mechanism to ship them to us.

Our current theory is that we can have an API to deliver a signed GCS url for upload.

Some caveats:

unclear what we can auth to that signed URL with. May need to support several things
we'll need to setup a bucket
