How to prevent from exiting when ctrl-c on a launched command in a session?

Given test.session with the following content

launch fish -i -c 'cd Downloads; htop; exec fish'

How can I prevent the window from exiting when I ctrl-c the htop launch by kitty --session test.session? I'd like it stop at maximin@mac:~/Downloads $ and give me back the shell.
