Add internet-facing route to must-gather API for use in UI remote dev mode

@aufi, is this doable? In prod, we will continue to reverse-proxy using the .local address for the API, but when developing the UI against a remote cluster, the UI server runs locally so it needs public URLs in its proxy configuration. This would be very helpful for any future development on must-gather UI features.
