Update the kind-1.28 cluster to latest kubernetes version

What happened:
Currently, all e2e test on Arm64 platform is running on k8s 1.28 which is EOF.

What you expected to happen:
We need to update the kind-1.28 provider to the latest version.

I am verifying if Arm64 related e2e tests works well on the kind-1.31 provider.

Still get some failure when running test in k8s 1.31 with kind provider.
