Custom CP spend in Perks and Skills

Add a "Custom" option to Perks and Skills. Let the user enter the CP cost and what it is for.
This would allow someone to enter the CP spent on a Power for a role, or some other custom thing that truly doesn't need to be in the cored database of the CMA.
