Display the map behind the photo map and allow these operations:
- Pan and zoom of the map
- Pan, zoom, and rotation of the photo map
- Pin/unpin the photo map to the current view
Toggle between the modes. Panning and zooming the map will keep the photo map as an overlay to allow positioning, unless the user chooses to pin the photo map to the location (another action). Transparency of the photo map is adjustable.
Also take a look at how other GIS applications allow this (ex. arcgis, qgis).
This will let users calibrate a map using an already calibrated map. Will be even more useful once the street/trail/satellite layer plugin is available.
