Increase photo map export resolution

Increase the resolution of export PDFs by streaming the contents of a JPG into the PDF.

Convert images that aren't in JPG/PNG to a JPG first in temporary storage, then stream the JPG/PNG into the PDF's output stream (don't convert to string).

This should allow for a higher resolution geospatial PDF.
