[Date Picker] Always expands the popup downward

Always expand the popup at the bottom, even when the pop is displayed at the top of the field.

Problem

Users change the month using the arrows, but as the months have different amounts of weeks, and as the popup expands upward, the position of the arrows can be changed with each click. This causes clicks to be made outside the arrow.
