Snowy Starts

It would be nice if the starter ship could be placed into frozen rivers without complaint. Player is starting their colony there since that's where they were stranded, etc.
Similarly, the required footprint for both Caledonian Airships makes frigid and mountain top starts problematic. Just try clearing a patch of Ice and getting the Airship placed before it refreezes. Trim down the 'must be liquid/solid' blocks to a small patch around the landing platform. Leave 'must be air' unchanged.
