Update frappe_telegram to Support python-telegram-bot Version 21.x

Hello,

I'm using frappe_telegram alongside frappe insights in my Frappe setup. However, I'm facing a dependency conflict because frappe insights requires python-telegram-bot version 21.x, while frappe_telegram is compatible only with older versions.

Issue:

Dependency Conflict: Unable to install both apps due to version mismatch of python-telegram-bot.
Impact: This prevents me from using both frappe_telegram and frappe insights together.
Request:

Please update frappe_telegram to be compatible with python-telegram-bot version 21.x.
Updating the compatibility will resolve the conflict and allow users to benefit from both apps simultaneously.
