Example:

If we have a folder \CKEditor, but only want to include the config files.

<file include='false'> <value>\CKEditor\ckeditor.js</value> <value>\CKEditor\ckeditor.js.map</value> </file>

Will be ignored on "\CKeditor" folder and the CKEditor.js will be included in the install zip.
