1. i changed environtment variable php version to 8.3
2. i changed in bin/php/ to 8.3
3. reloaded nginx too

this error still appear in my device but... when i reinstall it, it worked well but when im gonna to start my project again this sh error appear again, and i should reinstall laragon again😭

Try to update the version of composer, run the following command:
composer self-update

I am also having the same issue - but for a WordPress Sage Template. I've run the composer self-update and it states the following;

You are already using the latest available Composer version 2.7.9 (stable channel).

When I run the composer diagnose command, I get the following output;
