Location of blank lines relative to topBoxLine

BANA 7.2.1 says: Boxes are preceded and followed by blank lines.

Attached minimal example shows how the linesBefore and linesAfter both come after a topBoxLine and bottomBoxLine respectively. It would be more useful to have the linesBefore come before the topBoxLine.

Use

file2brl -f minimal.cfg source.html

Unfortunately we do not really have time to fix any liblouisutdml issues. If you can fix it we're happy to incorporate the fix. Bert has apparently fixed this issue or worked around it in odt2braille. You might want to look at that for inspiration/guidance
