Right now a random wan peer can ask on the LAN dht protocol for a peer's routing table / closest peers. We should filter that protocol handler to not disclose that internal network state to peers that wouldn't be valid for making outbound queries to.

Hm, yeah, you're right. We probably need a new "query" filter.
