Some games run too fast

I would like to add Vsync video and audio to RetroArch Opera for games like Casper and The Eye of Typhoon.

I don't understand your request. Vsync is managed by retroarch, not opera.

You are confusing things. The performance of titles has little or nothing to do with vsync.

So how do I fix the problem in Casper, The Eye of Typhoon, and Jurassic Park Interactive?

There are 4 games I want to fix: Casper, The Eye of Typhoon, Autobahn Tokyo, and Jurassic Park Interactive.

The first thing you need to do is explain the problem.

Jurassic Park Interactive: The game starts at the wrong speed, beginning in the part where you control a car.
The Eye of Typhoon: The game speeds up too much as soon as I choose any character and fighting style.
Casper: The game speeds up incorrectly when I start playing.
Autobahn Tokyo: The game freezes during the intro and starts lagging; this happens in the part shown in the image I'll send in the next comment.

As I have told you numerous times now... if there are issues with games that aren't in the original system... it's a bug. And if it is a bug then it needs development to fix. It isn't some random config you enable to "fix" bugs.

You are welcome to file bug reports but please stop pinging me on Discord as if I'm your personal developer. Working on this isn't my job. It's a past time and I'll get to it when I get to it.

And please learn to file useful bug reports. Don't make suggestions if you're not a developer and familiar with the platform and code base. Just explain, in detail, the problem. One per ticket.
