Limo shouldn't force its own enabled/disabled status if it changes externally #249

Description

@mx

When using Wrye Bash in Oblivion to generate a bashed patch, many mods will be disabled as part of the operation. Limo will force them back to the "enabled" state, which breaks the bashed patch functionality. The only solution I've found is to manually go through and disable the mods in question. When you have over a hundred to go through, this is a very error-prone operation.
