Create a base-narrow.html template to standardize narrow layouts

Description:
The narrow-wrapper class has been introduced to pages with single or minimal form fields to address the issue of excessively wide form fields. An example PR for this can be found here and here. While this solves the problem, we should create a more maintainable solution by introducing a base-narrow.html template (or something similar). This will ensure consistency in layout across pages and simplify future maintenance.

The new template should standardize the narrow layout for pages where form fields should not take up excessive width, ensuring a cleaner design with more predictable behavior.
