quorum 是外部依赖，你可以尝试跑一个实例进行测试，但是一般来讲像这种sdk项目，会默认 quorum 是没有问题的，只要按照 API 文档的说明请求就可以

测试的话，一般会有专门的库，来模拟一些 API 返回的数据

你可以搜一下关键词 python mock

然后测试就就是你 handler 里面的一些功能就好了
