Re-enable Dependabot for Dependency Security and Maintenance

Re-enabling Dependabot will help keep dependencies up to date and secure by automatically identifying and proposing fixes for outdated or vulnerable packages, reducing maintenance effort and security risk.

Dependabot was enabled again and the oldest pull requests were merged. However #155 requires a small schema patch to make it compatible with the new graph-cli. @mehrdadmms I'm currently out of office but BuildersDoa can pick this up after their graph audit.
