According to SEO practices, the hreflang tag does not have to contain a title tag.

Thanks for bringing this up here. Could you please add some more details, like sources who would confirm this?

It's not wrong, but it's not common and has no real added value. Google's documentation gives various examples of the use of hreflang tags for multi-national pages, and there is no title=“...” there either.
