Have a common `settings.py` for bother subdirectories?

Is there a reason why the two settings files are separated? Should I expect to have two different tokens? I'm guessing that'll be the case eventually but if it's not the case for the examples make it clear what's going on here and what token I should be using for each file in the read the docs.
