Chrome does not reflect CSS changes until cursor hovers over viewport #4

This is a browser issue livereload/livereload-extensions#26
This ticket is to document the behavior and investigate workarounds.

How to reproduce:

Open a new tab in Chrome.
Paste a url pointing to a website with sticky elements.
Without moving the pointer, scroll down with the PgDn or Space.
Sticky Ducky injects the styles to hide the sticky elements. Observe that they are not hidden.
Move the pointer. The stylesheet changes get applied by Chrome.
