account level display settings

historically we have only supported modal level settings for things like "hide after 1 click per session". by extending these to account level settings we can extend the use cases. e.g. have orchestrate prioritize 5 modals and only show one of those 5 per session.

@sarahyablok or @kristinh12 at a minimum we should just scope out how we would approach this and then go from there.
