This new requirement is a direct result of the issue discovered by Yuriy in #272

Requirement:
While a pulldown menu is expanded, the user will not be able to interact with the screen behind the pulldown menu, including scrolling and hover states for buttons.
If a user clicks outside of the expanded pulldown menu, close the pulldown menu.

Acceptance criteria:
If I visit Account List, and I expand a pulldown menu, I will not be able to scroll.

If I visit Account List, and I expand a pulldown menu, I can close the pulldown by clicking outside of the menu area.
