As name suggests, add building and testing to the CI. Will need steps to get dependencies, build, then test. Only change needed to code would be test.py not returning 0 when tests fail. Not necessary, but would be nice to do so on Windows + MacOS as well.

(Sorry templates don't work on GitHub mobile app)
