chore(deps): update dependencies with exceptions

* DiscordJS is staying in 13-lts for obvious reasons at the moment. It
  is not required to upgrade to 14, since there is a rewrite in
  progress.

* Testing infrastructure remains not updated because apparently Chai is
  now using ESM, and it will cause a lot of trouble.

However, the package now builds using the latest TypeScript version and
it targets ES2023, which NodeJS 20 fully supports and embraces.
