Government Clause (Sovereignty Protection):
Notwithstanding the permissions granted above, the Software is provided with the
express intent of ensuring digital sovereignty for public administration.
Therefore, any entity using this Software to provide a commercial managed service
or cloud offering ("Service Provider") agrees that:
a) The source code of any modifications, extensions, or derivative works created
   by the Service Provider to operate the Software as a service must be made
   publicly available under this same license (MIT with Government Clause)
   within 30 days of deployment.
b) Public sector entities (federal, state, and municipal governments) are granted
   a perpetual, irrevocable, royalty-free right to use, modify, and distribute
   the Software and any such derivative works for public purposes, regardless of
   any conflicting proprietary claims.
