Policy page graphs should become interactive

The policy page could be redesigned so that current options and graphs are combined to save space. When graphs become clickable (in an usable way, i.e. users should be told that they can click on graphs), options will become redundant. Then graphs could fill the page in a grid.

Still, aiming to fit policy in one screen.
